Bungie can't help you since they aren't the retailer, they did not sell you the code.

So, who is responsible. When I buy a legendary Collection of Destiny 1 with all extensions, and inside codes are not vailde anymore, who is responsible for this lies...?

While Bungie is not the retailer, they manage the DLC codes. Kohl's and the other retailers (Best Buy, Amazon, Target, Wal-Mart, etc.) do not generate DLC codes for Destiny; they just move the physical copies from Publisher (Activision) to consumers. In this case, the Publisher (Activision) has cited Bungie as the responsible party for handling issues regarding DLC codes. That was just an Activision person who couldn't help, directing people to here. That it no way means that Bungie will give you a new code.
