Because it's money.
Money has actual value whereas a digital item or bug does not.
For example.
If there's a bug that let's players get a certain micro transaction for free.
Bungie and thus Activision loses money.
Then Activision has an earnings call and holds bungo responsible.
Bungo now has to make up those monetary losses via other means
And then boom. Buyable exotic engrams.
Money also opens up avenues for legal disputes if it disenfranchises the player

None of what you said is incorrect. But the optics of it look really bad. Really shitty, like some greedy -blam!-ing misers. It gives the impression that bugs affecting actual game play are much further down the priority list than bugs that cost Bungo money. Again, nothing you said is wrong. It's just that optics are really important and the optics of these types of decisions look really, really bad.
