That would make too much sense. I can’t count the number of times I’ve ended up with 4 people together but not enough to get a raid going. If my friends and I are short people it’s usually 2 and that means we end up with 2 teams of 2 or a full team and 1 solo for most activities. I would say it would be better to let at least patrol go up to 6.
