Question: Do Prime Engrams suddenly only count once for a whole Account?

Since the last 2-3 daily resets I only get the Prime Buff for one of my Chars, instead of 3 as usual.
No, i didnt use any exploits before, thats why I'm wondering..
Is this intended ?
IF so, whats the purpose of having a 2nd/3rd Char at all?
