Taken, if anything, would function similarly to The Flood in Halo Wars - neutral, hostile map creeps. Maybe add in random spawns, for flavor.
I'm not sure how you could implement the Vanguard though - Guardians make up the bulk of their "Away Team" - I think it would be a bit much to have an army of Guardians functioning as infantry.

I hadn’t thought of anything yet for Guardians. If anything I would have them as challenging enemies all around the map.

Exactly. Just gotta figure out when you kill one, what do you get? Veteran stars? Supplies? Power?

Well, drawing from Halo Wars example, it might be enough to simply have them guarding strategic structures.
