If you've tried all steps, including our [url=https://www.bungie.net/en/Help/Troubleshoot?oid=13610]advanced troubleshooting[/url], without success, you may need to directly contact your internet service provider to figure out the issue. While talking to them, be sure to try and log in to the game multiple times, as that can help.
