have you already forgotten about the Prometheus lens? sometimes there are weapons that are just broken, or a few weapons that completely make up the entire meta. they cannot buff the weak weapons without making the weapons in the meta even better, since they all run on the same frames. an example of this can be obviously seen in the nerf on Omolon sidearms. all Omolon sidearms run off the same frame, the difference being the perks. the only way they could successfully buff anything without causing more weapons to be broken and overused would be to only buff the frames of weapons that see no use whatsoever like the slow firing archetypes, fusion rifles, reduce flinch, etc. None of which are very likely
