You realize that by the time The Dark Below came out for D1 they had already started development on D2, right? That is common practice. You can blame Activision for the shit state D2 was released in. They made Bungie restart development and still make the deadline with only 16 months time, or have half their stock handed over.

We had stuff to do, while they worked on D2, and they had enough staff on D1 to still make changes and fix issues. D2 is a mess, they need to reallocated their resources to fixing their existing product, before trying to release a new one. Consumer confidence is at an all time low, who's going to buy D3? That sounds like a pretty shitty working environment. But it doesn't change the fact that D2 needs a lot of work, and nobody really gives a damn about D3 right now.

We have plenty to do in D2: Nightfall, strikes, Crucible (with Trials and Iron Banner), a raid, and a pseudo raid. The issue is we have no reason to do any of it. If Bungie would give us a reason to do the activities we currently have then the amount of complaining and criticism they are getting would drop dramatically. I am not disputing that D2 needs work. D2 is far from perfect and I am part of the group that believes it shouldn't have been a whole new game, but instead a large expansion to D1 akin to The Taken King. The story would have played out differently, but then it wouldn't need all the work it needs now.
