How's it lacking content? 27 adventures ( About adventures i may have to agree with you. There they are. I honestly dont even bother with them since the rewards are, well, none. Ofcourse one thing is content and another is content without rewards. So i agree with you on this one ) 17 main story missions (Once you finish them then thats it, 17 sounds like a big number but those missions are short and boring ) Pvp ( yeah there is pvp in many shooter games, but there is nothing to play for ( reward wise ). Also in terms of weapon choices, well you may be aware that pvp is plaged by 3 weapons which ruins the exprience ) Public events ( Like main stories, once you hit 20, reach power cap there is no reason to do public events ) four strikes ( same as public events, will you repeat those strikes over and over ) And the scannable things in world. Of which I think there are like 50. ( This isnt even fun and nobody cares ) What part of that content is lacking? Look, the thing is that D2 has things to do as you state, but in practice they are boring and un rewarding. So you may have a bunch of story missions , or strikes, or public events. But you must realize that this kind of content gets old , completed and becomes so repetitive than in less than a month there is no reason to replay over and over this content. I hope i explained my self. I mean there is content but if the content it self gets completed so easily in so little time, and its aso boring and has no reason to replay for well then there might as well be no content or little at all. long story short current content feels empty, short, rewardless and as much as we can count certain quantity of strikes, adventures and such in the end its so repetitive and trivial that it doesnt feel like we actually have a lot of things to do. Again, maybe it all comes to a preference and player intensity some people may find adventures fun and others pointless.
