Hello there Guardian,
Please follow these steps to clear your cache, hopefully, this will resolve your issue.
[b]Xbox One.[/b]
Completely shut your console off
Once the console is completely off, unplug the power cord from the back of the console and let sit for at least 5 minutes
Plug the power cord back into the console and power it on.
Re-launch Destiny
Please be aware that if you have enabled "Instant-On" your console may not power down completely when selecting "Turn Xbox Off." See the Xbox.com Power Options page for more info on switching to Energy-saving Mode.
[b]Ps4.[/b]
Press and hold the PlayStation button on your controller.
Select "Turn Off PS4".
Let the PlayStation 4 to fully power down and wait for 10 to 20 seconds.
Restart the PlayStation 4.
Please, after you've cleared your cache, restore your licenses.

No did not help i even uninstalled the game and reinstalled. This is annoying cause i cant join people unless the join me or they are in my clan

It just started happening since the last update for Deatiny 2 and psn. Its weird becauseI logged in Destiny 1 and my friends list is totally fine. Something I do find od is when I go into my app and look at my friends list it tells me there is an error and asks me to Authenticate, which I try to do but it just sits on the next screen telling me to click here if the page doesnt load. Other times my friends list loads in the app, but only for less than a minute. Ive tried the cache clear, reinstall, modem/router update, and none seem to free me of this issue with my in game friends list being completley blank. What I also find odd is my Clan member list is all there.

But what's weird is how your clans roster is there and you can join them

So true. This is the weirdest thing ever. I jumped online Last Friday to do ToN with clan mates and after going flawless..(yes this happen) I open up my roster to see what other clan members are on and boom my friends list is back. Lol i know it wasnt the flawless that did it, but how weird lol. I guess I was worthy of having my friends list back
