for people who couldnt figure it out with what bungie said.. the inclusion of the new 10 pack of heavy ammo synthesis messed with xur's inventory this week because they did not get rid of the 3 pack, which should be fixed by next week all they have to do is remove the 3 pack from xur's data tables and boom fixed they could have fixed it by saturday and had it up but that would reset the exotics in xur's inventory and people would scream at youtubers and some people would get up to 6 exotics from xur (which would be a nice christmas present)
