Primaries arent the problem though, the accessability to have every player with special ammo all game is the problem

In Titanfall, that weapon system was so finely balanced, the game didn't even have to make a distinction between "special weapons" and primaries. You got to pick one anti-infatntry weapon. One anti-armor (mech) weapon...and a pistol. If you wanted to run around with a shotgun as your main weapon.....the game would let you do it. But you quickly found out that the game's multi-shot weapons killed fast enough that if you got caught in a fight outside of the range of your own weapon....you were simply going to die. Because the game wouldn't allow you to do what gets done in the Crucible every day. Just BUM RUSH someone and TANK the damage until you get into shotgun range. So anyone with a shotgun quickly learned to stay and fight inside of buildings....or sweep people off of rooftops. Where the disadvantages of his weapon were less of an issue because of the prevalence of natural CQC. If you want to run around with a sniper as your weapon....the game would allow it. In fact, they'd even give you a bolt action sniper that would kill in a single body shot. The problem is that all the games sniper rifles handled slower than the game's other weapons....the bolt action sniper was downright clumsy in its handling speed. Which made fast-moving Pilots a VERY difficult to hit target. So sniping was a very high skill playstyle....and snipers learned that once their location as discovered, they were well on their way to being a DEAD sniper. Because your odds of winning a 1v1 gun battle with someone with an carbine (AR) or SMG were almost non-existent. So snipers settled into the long-range ambush weapon role they should occupy. Rather hanving people run around with them as all-purpose battle rifles. The fact that Bungie has to keep trying to find ways to restrict access to ammo is the BEST evidence that the weapons are not balanced...and that the situational disadvantages to their use are almost non-existent. So the only way to get the damn things out of people's hands it to try to deprive them of ammo.
