I would love if HC's went back to meta era functionality, but I must say that I DO kind of like how they are right now. They take far more skill to use than before, so it gives me a bit of pride when I go into a match and do really well while using a weapon that people perceive is a handicap right now.
I understand your concerns about Thorn and just needing it to be balanced. I guess the hard part is just finding that sweet spot where it is powerful enough to justify the difficult bounty, but not so powerful that it is problematic when so many people have it.
To be honest, I was never a huge thorn user to begin with, as I MUCH preferred my Timur's lash. But even then, it is kind of painful to see Thorn so weak right now considering the hell I went through to complete the bounty - BEFORE I was any good at PVP.

I got my Thorn because I had the quest initiated before TTK and when it launched I got one. If it wasn't for that, I wouldn't get one, because in y1 I barely played pvp. I could cheese, yeah, but I don't like "cheesing".... it feels like meh. Now, I did the Chaperone quest and finished a month ago (got serious about getting it around that time). I'm not a great pvper and only really enjoy IB (hate that in regular crucible everyone defends and do damage equally), and still I managed to get mine; without help btw (until the final part, of course). I agree with you, the chaperone kind of quest is annoyingly hard, but it's doable, specially if you get people to help you out. But to be honest...I kinda liked the Ghorn low rate rng....that low rng gave pourpose to the ridiculous amount of damage it caused. Was it game breaking? Nope. Not in my opinion at least. Did people demand random players to have it to join a fireteam? Yes. But it still happens, with other weapons; and it will always happen. Besides, all fireteams accepted me if I got a fire elemental rocket to help out (Dragon's Breath was a good one if you didn't have Ghorn). I only got my Gally when Xur sold it btw, before anyone start calling me "elitist"; I'm just stating my experience in Y1, it was not that living hell that drama queens love to talk about. I think that VERY low rate rng and ridiculous amount of damage should be the go for most exotics. Then one or two specific ones (pve/pvp) should need a quest. It would make the game fun again...for me.
