You have to be the player that activates the Antiquated Rune in the Court of Oryx to have a chance of a high light artifact dropping. It's a pain. I recommend getting at least 2 or 3 Antiquated Runes prior to heading to the court, so if you are lucky enough to find others there willing to play along, you can grind out a couple of rounds immediately.
