To be fair, I don't think anyone expects "free" college education without a tax raise, or a major reallocation of funds, or both. It's just a matter of balancing how much the average citizen is willing to pay in taxes, with how much money we want going into the pool for public education. You can't have one without the other.
Then again, that's assuming the average U.S. citizen gets a choice in where their taxes go.
As for the legalization and availability of weed...that's relatively assured regardless of who becomes president. The first domino has fallen, now it's just a matter of waiting for the rest. I don't use it myself, but I don't care if others do, as long as they do so responsibly.
