PvP? For any scout, Third Eye is a must I like high impact scout rifles, so I would go with spray and play (not sure if you can still roll outlaw on scouts, if yes, then get that one instead) and extended mag (plus third eye). If you can't have those, then go for range and other increased reload perks. Fast firing scouts: full auto, stability perks like perfect control and braced frame (sometimes you can roll both to get max stability) Med firing scouts (hung jury archetype): same as high impact scouts, but I would actually get stability perks for this archetype. Perks that help with target acquisition are good too.
