Not really. It does have an absurd duration with Transcendance but it's not that OP. One sniper round to the head still drops them or a good team effort. It's just another thing you have to leanr to play around. There was no playing arond Hammer (apart from running for dear life) since a sniper to he head wouldn't kill, nor would a golden gun and just 1 hammer could frag 3+ people AND put the Titan back at full health. If stormcallers also healed on the lightning kills then yeah I'd say it's a problem but they don't, it's just frustrating.
