Haven't had an iron banner drop under 300. Need to play the game and quit complaining.

a man can dream cant he. iron banner in yr1 was a way for a solo player to achieve max or near max level, maybe iron banner yr2 will do something similar.

Pvp is extra. Should have to raid to reach max in my opinion. Don't need max for pvp anyway. Pvp a lot more fun though!
