People didn't use special weapons because they were more fun, they used them because they were instant kill. Camping in the long grass for 12 minutes on Shores of Time map hardscoping lanes doesn't make the game more fun. It did make it frustrating as all hell. The only way to buff a primary enough to challenge a special is to make them instant kill too. What would be the point.
