Bad idea. Your system would divide an already underpopulated matchmaking pool resulting in a long matchmaking times and poor connections. We already suffer enough from that in trials, especially with the win based matchmaking. On your flawless match, matchmaking is attempting to find the remaining 1.6% of the online players that are also at eight wins. You're essentially proposing to divide that into even smaller groups.

And why do you think Trials is underpopulated??
-
It's simple math. Each time you win a match, win-based matchmaking reduces the matchmaking pool by half. There are fewer people playing destiny now then there have ever been.
-
You will not move up tiers each time you win, you'd have to reach a certain point where the game says "ok you've done consistently well enough, go ahead and move up to the next tier". It's not gonna be, "you won a single match? HERE'S PLATINUM TIER"! When you're only in Silver Tier
-
Who is saying you would? I am saying by putting players in different tiers you are splitting them up. When you split them up, the people that you can play against will be fewer. With fewer people to match against you in your group, your connection quality will be worse, and your matchmaking times will be longer.

Wouldn't be an issue if bungie did this before

Anything that divides the player base into groups will always be an issue no matter when you do it.

Go play Rainbow Six: Siege, they do this and everything is fine.

It's not a math problem. It's a game design problem.
