Exactly it is a different argument thats why I didn't go into detail. And to answer your question yes skins would have been the better way to go. No one could deny that is purely cosmetic at all.

  • OK. So how is this different? You have 1 piece of ugly useful gear and 1 piece of gear that isn't viable. With a skin you would apply it to the useful gear. The end result here is the same. You still have only one piece of useful gear, you just got there in reverse order, by applying the useful gear to the "skin". For them to add skins would require a new mechanic. Personally I want to see skins as well. I want to make any gear look like any gear I've acquired. But this effectively does the same thing as a skin.

  • If they didn't, you wouldn't use them. I have a Skolas mask I'd like to use, but it doesn't do anything. What would be the point. Like I said, they would need a new mechanic for skins, which would take development time and resources. This method allows them to use an existing mechanic. If you've been playing long, you already have gear with perks you like. Chances are you will be looking for similar perks and stats on the new gear so that it's basically a swap out. The perks aren't unique to this gear. So if the helmet I run is an intellect/discipline helmet with better already and bonus melee energy from grenade kills for example, I'm gonna probably try to get the same thing on the new stuff. When all is said and done, my helmet will have the same effects, but will look different. That's exactly what a skin would accomplish. As I said, I'm with you on wanting skins. I loved the way DC Universe handled it, giving a styles tab so that anything you equip would unlock it's style, allowing you to apply it to anything. You could be running end game looking exactly as you did as a level 1 character, or you could rock the crazy high level looks. That would be cool. But for the existing game, with destiny 2 coming, I don't have an issue with it being done this way.
