It hasn't been available 31 times lol. You get 3 chances a week (if you have 3 characters)

The other extra runs you did, you didn’t receive anything but spoils. You have one chance per week on each character. You’ve technically only ran for the launcher 21 times. Not 31. 21 is average amount of times. It’s just rng, you’ll get it.
