Not all pulse are long range? 540s are mid, try using a 140 hand cannon in mid range pvp, bloom for days. The type is more relevant when taking into account for recoil which was a big part of OPs argument rather than just damage fall off.
Also you can train shots with an auto but miss 2 shots with a HC and you toast. Hell I used to aim in/out of hip fire with autos to keep constantly hitting at close range. They are also the easiest weapon to use so should not do the most damage imo. Just like scouts, but I used a nameless in solo shattered throne last night for my second ever run through and it did fine for add clearing in the ogre room (namless/IB grenade launcher and LMG) golden gun celestial

Most Pulses are long range. There's only like a two 540's that are worth using too (But then... When 450 Aggressive Frames exist, why bother? More burst damage, more range, more DPS...) Also, I use 140 HC's in mid range in PvP most of the time. But then again, I play on PC. Also, most damage goes to SMG's and Sidearms. Due to their short range, they have massive DPS. Since that is how the weapons are balanced. Range (I.e. Falloff) = inverse correlation to DPS. The more range a weapon type has, the less DPS it deals. If you want to factor in recoil... Then Auto's should deal more damage by the fact that they have garbage recoil and stability (While on PC, Handcannons are auto-aiming laser beams of death) Finally, if you want to balance weapons around what looks similar... Then we'd need to buff Hand Cannons by like 30% damage so they can match Sidearms! Buff Autos by 50% so they can match SMG's! Buff Scouts by 1000% so they can match Sniper Rifles! /s
