No, they can still be productive, it's just a lot to deal with when their brains haven't fully developed.

Why should anyone under 25 be allowed to take tens, even hundreds, of thousands of dollars in loans to acquire a post-secondary education? Would you consider that debt to be too much responsibility to have before having a fully developed brain? There is also the question of parenthood. Should parental rights be taken from those under 25? How about the usage of this very forum? Is the responsible usage of social platforms too much for those without a fully developed brain?
