It could simply be that they want accounts to be tied to active players. Or just real unique users. In other words, in order to create extra troll accounts, you're at least going to have to get to level 3. The policy certainly may have unintended consequences. But I think it's more about cleaning up the forums than anything else.

I'm not sure it's that simple. This is a particularly troublesome chicken-before-the egg discussion. Personally, I think the vitriol, ad hominem attacks, and personal threats that Bungie employees receive are characteristic of a greater trend in society that is certainly troubling. It seems to especially come from the 18-24 year old age bracket but is seen throughout culture with no age being excluded. My point being, Bungie without question screwing up has contributed to the reason for a severely disgruntled player base, but how the player base responds is up to themselves. Bungie's response to the angst is simply a defense mechanism at this point. That's how it seems to me personally, but YMMV.

It’s the only viable option the trolls have left them. Bungie is under no obligation to tolerate this ridiculous behavior.
