Well, there's the school of thought that believes the goal of terrorism is to force you to change your behavior due to fear, or terror. A sudden shift in public policy regarding refugees would seem to indicate fear on our part, meaning that terrorists have made us respond fearfully to their threat; they win.

Alright, we don't take in Syrian refugees so the terrorists win. But there will be no refugees here so we also win. I believe I just ended the war lol
