Depends. If a guy can run and quick scope or jump in mid air and pull of a headshot consistently thats skill.
If you scope to a point in the map with heavy traffic waiting for an enemy to poke his head out that's not skill. Myself and probably 95% of snipers rely on this.

Anticipating where someone is going to be on the map waiting for a snipe requires skill and precision. 1. You have to line up the shot perfectly at the head and if you miss your first shot you are dead. 2. To know the map so much you know where the most traffic is at requires skill/experience/map awareness which makes it easier to line up shots and get ahead for the team Snipers are the back bone of any team you provide support and you can even cause problems for another teams setup. If you are using a sniper effectively, no matter how you are using it, it's going to require a lot of skill.

You do realize that it is skillful because the sniper is using positioning to his/her advantage, don't you?

Yes, but the question is about skill. Most people can sit back aim their sights head level and get some easy kills especially with the aim assist on some of these snipers. The skill part comes in when a guy can fly around the map with a sniper and utilize it close range or extended range. That's my opinion.

So it's a shotgunners job as well to quickly get close to an enemy and shoot em, yet people complain it takes no skill

In my opinion to be a good shotgunner with these new maps you need a firm understanding of the radar and some quick button control lol. Anyone can snipe or shotgun then theirs the guys who slap everyone else around doing the same thing.
