Sure if its paid for. Things like this actually help gamers, if everyone complaining about this talked to Microsoft would they respond? Its like we helped them succeed so they said here you go thanks. Consider it a bonus from your console boss. If you don't like him find a new boss.

Exclusive games and content is not a good deal for gamers, and a cheap tactic from ms or Sony. Every one should be able to play a game regardles of platform. But thats just a perfect world and will never happen

The more they pay in the more money devs have to developers games equalling better games, content for players etc. Had Microsoft paid in you may have had a different set of exclusive weapons or content, or maybe more for everyone they did not, so bungie developed content for those who did.
