Wait the fate of all fools will be available to the public? Isn't that the scout rifle that bungie only made one of for that guy who used destiny as therapy after surgery or something?

Yes it will be made available to the public. They gave him the gun as a gesture of good will. So he basically just got it before everyone else.

It's the new exotic scout rifle that is only attainable through ToO.

I have no idea. I'd imagine that the perk carries the same name as the weapon but I don't know anymore than that.
