I'd call it a below light level simulator as that's where you are most of the time.
Bungie just seems to pick the most negative solution to any problem from the players point of view which is worrying. It suggests they don't care or don't understand and neither possibility bodes well for the future of Destiny.

Happens even before that, just last night I wanted to play with a squadmate who was picking up the fireteam bonus drops. He's 332, I'm 375 so I had to equip two 200 power weapons to drop me to 331 yeah the drops were nothing but materials to me but al least we could play together.
Bungie, why do we have to do this in the game that was MADE for team play?

There used to be pull up but if it still exists then its messing up the level of rewards possible for the lower power player, we tested it. 332 power player sets up the activity, adds mods etc and sets rewards to A. 375 player joins 332 power player is now looking at a C reward package. Not exactly motivation to grind as a fireteam.

You have to set up the activity after the levels are modified. When you set up the activity the Portal gives you a prediction of what your score will be and what rewards you'll get if you run that activity with those mods at your current level. I'm sure there's some Bungie secret sauce involved based on average run times and such but it doesn't matter. The Portal is showing you a [i]prediction[/i]. When you actually run the activity your score will be different. It could be by a little - it could be by a lot. You might or might not get various bonus points. But it isn't calculated until the run is over. So if you set up an activity when you're level 332 that's the level the Portal uses to predict what rank of activity and mods you'll need to get enough points to reach a grade that guarantees a certain amount of increase when determining the drop level of your rewards. The Portal estimates that if you run the activity with the current setup you'll get a B+ and that gets you +2 levels for your rewards. If a level 375 joins your fireteam the play together mechanic is going to raise your level by 30+ points. That invalidates the prediction. The higher level is what's used when calculating your actual score. At least that's what I think is happening. I know there's a lot of other stuff involved that I don't understand when the game is calculating rewards. Like Guardian Rank. And gear tier. I'm pretty sure I'm right when it comes to the specific problem you were having. I know for sure the fireteam leveling mechanic has worked for us.

When mods are adjusted so the low power player gets to see a B+ or A the power delta he was seeing is minus 70. It may have something to do with the power differences in your squad compared to mine, we have 50 to 80 gaps and base 400 power as our start point and a mandatory -40 power delta. So it's easier for the high powers to gimp and just take single power plus drop with the rest being mats. May be right, may be wrong but it's a solution that works for us until Bungie pisses us off once too often and we bail. ;) Wait till you cross the 360 point on a character, that's where things switch up and if you don't spot it and launch it is quite a shock I can tell you. :)
