It should be hard and not something people see much even if maybe the solo requirement is removed. If people start seeing more of the highest rank it could have a negative effect because the requirements aren't ever going to be where there's going to be a ton of them. It will just look much closer to being out of reach for some people unless it's made far easier outside of something like the solo thing. I'm only level 8 but that at least won't be my lowest rank. Actually depends more on what pvp is like next year. As a rue no life who hasn't realllllly no life's this year I may have to disappear myself into my pvp floatation chamber for a few months. Don't anybody worry the decision was mine.
