Any isp telling you, you need to clear your cache regularly is full of junk 🤷🏿‍♂️. Next “resetting your router” Is also horse crap, also never be needed if you have relevant hardware. Lastly, “internet speeds” are quite irrelevant for Destiny. Resilience and reliability are the only things important when P2P come into play, third world countries not included in this 👍🏿

Clearing your cache is important. There are multiple problems like the weapon invisibility glitch that are fixed by it. A standard Internet diagnostic is a basic as well. You don't go around blaming others for things which are not their fault.... more so if they have no control over that problem. Also as the OP has had the problem for a while this is the logical first place to look. Also too many people don't know anything about the Internet other than what a salesman tells them or are to lazy to look So kick off if you want but attitude and false ignorance will not fix problems.
