For everyone saying "it's the most balanced it has ever been", you're flat-out wrong. Here is a quote from one of the first weekly updates after D1 launched.
"Balance is not about everyone being equal, but rather that not everybody is doing the exact same thing. If everyone is doing the same exact thing, something is not balanced. Everybody is trying to pursue the same unbalanced thing."
Whether or not you agree with it, that is the supposed design philosophy of the game. The current state of Crucible is not balanced according to it. Everyone is using Hand Cannons, Shotguns and movement Exotics, which means there is an imbalance somewhere. Seeing as that has been the case for as long as Shotguns have been a special weapon, the sandbox has never really been balanced.

That sounds like the choice of the players picking what works for them. HC/shotgun combo has always been a stable in PvP since D1. Half the people that post complaints on how unbalance crucible is are not as good as they think they are.

Outside of individual weapons like Messe-blam!- and Chaperone, nothing can hold a candle to the hegemony of 140RPM Hand Cannon + Shotgun. For one reason or another, there is still an imbalance that has to be addressed and the usage stats back that up. Edit: now I see what people are on about regarding the filter. It's like something you'd expect to see in a primary school.
