Not reaching tangled shore is a known issue. Workaround is to get mission from quest kiosk in tower from “past” section.
Items grey in collections mean you didn’t earn it/them on d2 yet. Which exotics exactly are you supposedly missing?

Do you have any proof of previously having/using these? Edit...in looking at each of your collections, most of these were earned on your ps account & not on your steam account. Since you are playing with your steam account, they won’t show up (unless you enable cross save & use your ps account) on your solely steam profile.

You don’t currently have cross save active. Thus, nothing is shared.

The char IS from PS4.... hence my frustration about missing exotics.. PS4 -> Battle.net -> Steam

No it’s not. You are mistaken...that’s why you’re frustrated. You don’t have cross save active.....bnet-> steam is just pc move, not cross save. So your ps gear/characters are exclusive to ps, and your pc stuff is exclusive to pc.
