Radiant Light requires the armor to have arc affinity. Was the piece of armor you were inspecting arc? It may also help to take a screenshot inspecting the armor's mod slot, upload it to a publicly available sharing site like imgur.com or twitter.com and reply back with a link to the image.

Yeah it was the correct affinity I made sure but it just doesnt show up on arrivals gear for some reason. Had no problem putting it on worthy armor tho

Please take two screenshots. The first of the gear that it does show up on and the second of a Holdfast armor piece where it doesn't show up. Load them to a publicly accessible site and reply back with links.

Not trying to be rude but are you someone who can help? Or just a guy trying to test the validity of my claim. Because if it's the latter than I'm not going to all that trouble just to hear you say something like "hmm yeah that is bugged, I hope they fix it" again no disrespect

Taking screenshots on Xbox is simple. When on the screen in the game you wish to capture simply press the Xbox button on your controller, then press the Y key. A screenshot will be saved in your Xbox's capture library. The Xbox has Onedrive and Twitter uploading built in to the operating system. So when viewing the capture in your library you can choose to upload it to either service. I would recommend Twitter since you won't have to mess with any permissions to make the image viewable by others. If you don't have a Twitter account, you can create one in under a minute for free.
