Because outside of the perk, Revoker is a pretty mediocre sniper.
Bite of the Fox from a pure stats perspective is a much better weapon. Since it can roll Opening Shot/Snapshot with a better Handling stat.
All Revoker has is it's perk (which inst world-endingly good), and maybe the scope.

Yeah its perk is the only think that makes it great, it allows for much more agressive sniper plays. I prefer supremacy, much more bullet magnetism, aim assist and better rolls too.
