You are greatly overestimating the Hunter dodge. Yes it’s a decent class ability but it’s most certainly not a “get out jail free card”. If you try to use it in that way you’re going to die before you’re even done the dodge animation.
For the amount of time you spend during the dodge animation it hardly moves you anywhere.
No one uses the dodge to actually dodge anything. What people like about the dodge is the marksman dodge’s instant reload.
Now I think Rift and Barricade are actually quite good, IF you use them properly.
Don’t try putting down your Rift out in the open, use it behind cover. It’ll benefit you and your team immensely. If you’re a sitting duck while casting it, you’re using it wrong.
Barricade, should be used BEFORE an engagement, not during.
HOWEVER, the class abilities could all use a buff in a certain department. Just not the buffs that you’re suggesting.
What the Rift and Barricade really need is faster cast animations.
The buffs you were suggesting would make them a bit too strong. Healing Rift would be Well of Radiance on a shorter cool down, and Barricade would literally be impossible to go against.
Hunters will always be the majority. They’ve received the most nerfs and yet they’re still the most used. It’s been that way even when Hunters were considered bad. Nerfing them for no reason isn’t gonna change that.

As a hunter main: with a large amount of practice, the hunter dodge is hands down the best class ability and quite often a "get out of jail free card". However, the rift and barricade are much easier to master so it makes sense that they'd be less effective.

Yes, you can place a rift down behind cover. But that tells the enemy team EXACTLY where your head will be when you come out of cover. Again, the “boost” to recovery is not strong enough to make up for the fact that there will be 3 enemies hard scoping your face. Yes, you can place a rally barricade before an engagement. But what is it good for? Blocking off heavy or a control point is hardly beneficial. This also has the same drawbacks as the warlock rift where the enemy knows exactly where you are

pretty sure its like blink. doesn't actually move you, until you've landed on the other side of the animation. that's why I always get "dodge this".

Maybe, it would explain how I’m getting Fusion rifle kills on dodging Hunters when I clearly didn’t directly hit them with enough bolts to kill.
