Did you already own that Emblem at some point? You have to finish the "Refer a Friend" Quest for this Emblem, so if you haven't done anything related to that, you don't get the Emblem.
I also checked my own collections and it seems like there is a general issue where the Emblem displays 1 although I never did anything related to that Quest.
