Typically, pc bans are due to software detected by Destiny 2 while running. These include but not limited to, trainers, aimbots, autofire, mods, graphics hacks, anything that injects code into games, debuggers for programing, even some viruses. any of these could cause a ban, even if not destiny 2 specific
Bungie does not discuss restrictions or bans.
Restrictions are temporary, and will not be overturned or undone before they expire. Once an account is banned however, that ban is permanent. Account restrictions and bans are only done in extreme cases; if actions were taken against your account, then it was with reason.
There are NO options to dispute or overturn account restrictions or bans.
Bans are lifetime for that account

As I understand I was blocked for using the Discord overlay

You understand incorrectly. Discord is a safe app and they overlay just does not work with d2. So unless you or someone else was hacking to try and make it work, discord had nothing to do with it.
Some features from third-party applications which rely on the use of screen overlays are generally not compatible with Destiny 2. The following are examples of features which may not be compatible with Destiny 2 on PC. Voice Communications “Who’s talking” and visual notification features, such as those provided by Discord or Mumble, are not compatible with Destiny 2. Notification features may still be provided through the third-party application
.
