There are no false bans/restrictions. Bungie does not overturn restrictions, nor do they discuss them. You have to wait it out.

there are no false bans/restrictions. There are 2 ways to catch a restriction. Connection being unstable or cheating/playing with cheaters. Assuming it is connection based, your speeds are really not an issue unless you are less than 5 up/down as destiny 2 requires 1M up/down on its own. The more likely cause is wifi, packet loss, latency etc. Here is the official notice from Bungie and it contains links to troubleshooting your set up.
