So the Clan EXP engram is still not giving Powerful Gear. I just completed the new one for this week (5/22) and turned it in and it's still only current light level. If you look through the video you can see my base LL rewards are 353 and at the end Hawthorne still give me just a 353 engram, not a powerful item...
