Someone has prob said this before, but I think an easy compromise would be to make shaders permanently unlockable and require a consumable item to apply the shader. Maybe different consumable "dye" items for each rarity.

I really like this idea of collectible shaders and then a dye consumable to apply them. They can bring back Eva to sell the rare/uncommon dye along with a collection of cycling shaders, and the legendary dye can come from endgame content and from bright engrams/Eververse itself. With the change, Bungie would still be able to monetize on Eververse-locked shaders too: some amount of bright dust to buy it and then more to get the dye itself.
