That was a rhetorical question. I see it asked a lot, usually by people who go on to lay the blame for the toxicity of the community on Bungie, for not moderating or engaging more with the forum.

They can't throw many employees into supporting the forum, and most of that talent pool is inevitably going to be devoted to design, coding, lifecycle, and maintenance.

The "development term" ends in 2020, with the release of Comet 4, assuming that happens. It's possible those numbers have been renegotiated, but if so we don't really see any sign of that here on the forum.
Let's look a little deeper:

Bungie is contractually restricted in how they can interact with us on this forum. They have to get Activisions permission to release statements to us here. Who knows how often they have to do that, and how much Activision micromanages this stuff? Not me.
This certainly doesn't give them a free pass against all complaints, because in the end the Bungie execs signed off on this contract, but it's something to keep in mind.
