I thought all the other warminds were destroyed in the collapse?

Rasputin himself said that the other Warminds had been destroyed during the Collapse Even if you're right and Rasputin took over the outer system Warminds (the Array supposedly only let him reach out to the inner system), how could the other Warminds have become the Nine if they were dead up until that point? The Nine have been controlling part of our system since before the Reef Wars How could the Nine be Warminds if the Awoken report that they can communicate through the Void? How could they be Warminds if Brother Vance once said to us "the Nine are weak when they touch our world"? How could Warminds create multiple beings like Xûr that are composed of many formerly free-floating cells, have sentience, have a built in purpose, and can teleport? And what makes you think that there are 9 Warminds aside from Rasputin? Rasputin controls the Moon and Earth, while there don't seem to be Warminds left over Mercury and Venus if there ever even were Warminds there, Charlemagne is destroyed and his systems now belong to Rasputin, and it's doubtful that there are even 4 other Warminds places at each planet in the outer system Rasputin has been quiet for awhile: not resisting the Fallen Splicers or the Red Legion, but I can assure you that he is not related to the Nine

Wait, I always assumed the 9 were "super" ghost, i forget which grimore card its on, but one of them talks about Xur and how the 9 created him. Plus, they make the 9 seem like beings who had to meet up or are all at a special place( kinda like the counsel of ricks in rick and morty).
