OK so, number 1 they have a reason for players not to get to the city. Number 2 I think that the particles will fuse with our light protecting us from SIVA.
So now guardians are the only ones who can tackle the SIVA threat

Maybe they will also close the tower for a week so the only place you can get vendors is RoI FWP?
