Oh I think they did, but now if you asked me does Bungie care how the changes will affect PVE? I'd say sure they care, just as long as it makes things more challenging for PVE. That means you won't go through the limited PVE content as fast. Nerfing weapons is a win, win scenario for Bungie so people keep crying Nerf by all means they love it. It makes the PVP players happy when they get your way, if not oh well we have proof you asked for it, and then in return it makes the PVE environment more challenging. A Win, Win for Bungie.
