I honestly think they do have content, but they are scared to release even a hint of it until they have finalized what they plan to drop. The thing they do not understand, at least where I am concerned anyways, is that I would rather Bungie came out & said, "Hey, we are keeping our lips sealed until the content is finalized so that we do not give you false hope."
