Sadly, this game is based on rng. That being said, nothing is guaranteed. However, there are, and have been, plenty of opportunities to level up your gear each week.
During december, I saw countless drops in SRL above 310. And the best part about the races were, you didn't even have to finish first.
During Crimson Doubles, you were guaranteed a 320 ghost as long as you played at least 7 matches without suiciding.
Iron banner comes around at the end of the month. You'll need luck on your side for drops and your level 3 and 5 packages, however, there is still the possibility of higher light level gear.
Trials happens every weekend. You may not be able to go the lighthouse, but the silver and gold bounties can be somewhat rewarding and really aren't that hard to complete.
And last but not least, the raid can be done every week. Don't have time to do the entire raid? No problem, at least try and get the challenge mode portion done. This guarantees your toon a few pieces of gear at 310 and 320.
It's people like you that have complained so much that it has helped driven this game into the ground.

Don't misunderstand.... I LOVE this game. It's sad to see that you're drinking the Kool-aid. First you mentioned an event that took place back in December. Son, it's March 2016. Then you mentioned a somewhat pointless event that awarded one lousy piece of gear. Iron Banner? Been there done that. Who has time to play 50 games with the hope that something good COULD drop? Trials is a joke. Why do I have to play PVP (everything you mentioned above) to get decent gear? Why do I have to spend hours searching for a group of decent human beings who are willing to help me with any of those activities? This game is deeply flawed. The key concept that you seem to be missing in my OP is CONSISTENCY.

Yes, SRL was back in December, and if you chose not to do it, then that's your fault. I did say iron banner, and trials for that matter wasn't that reliable, bit it still has the potential. And if you're looking for the guaranteed drops to help your light, do the challenges like I previously said. It's not that hard to put your own team together.
