I think it's less a problem of ps3 and 360 capabilities and more a problem of how they implemented and coded the vault.

Here is an idea, make three separate vaults for the three separate categories. There would be no need to render any more items on the screen and we could have 60 of each item. Problem solved in my opinion.

The vault is an array for storing icons for weapons, armor and items. There is nothing for the console to render / track when at the vault. I think it is piss poor code. It should have been easier to add an additional 20 of each, since it would switch pages. As far as the system is concerned this is identical to what it currently is. Again, all it shows is icons. I could see it as a resolution issue, where at 720 or less it does not fit on the screen correctly. Sounds fishy to me.

All I'm saying is they may not have implemented or steam lined the code as well as they could have. So then yes it would run worse on the older systems.

No, I can definitely believe it's an issue of old-gen capabilities. The game is clearly already pushing them as far as possible; just look at the inventory load times.

My inventory loads almost instantly and im on ps3

Maybe yours does, but I assure you that at least on 360 most of us are not so lucky. Going from Xbox One to 360 is painful.
