I don't think it's all that bad and it sure as hell ain't as bad as it used to be.

Not as bad as it used to be, in with you my brother, but still not in line with other weapons. The sniper nerf was deserved and expertly done. It didnt ruin the weapon but it now takes more skill. I just hope they find that same sweet spot for shotguns(but it may not be possible with this type of gameplay).

I believe if shotguns get nerfed again, you will see a dramatic increase of Stormcallers and Strikers. I don't think nerfing shotguns, or special weapons in general is the way to go at this point. People will just find another way to use them. I would start at the source: special ammo. -severely nerf special ammo drops -Bring primary weapons back in line so they're the overall better choice That won't fix everything, maybe it will fix nothing but I think it's worth a try.
